Upgrading from 6.0
I just received an replacement 4s in the mail from an insurance claim. Its running 6.0, I understand Apple isn't signing 6.1.2 anymore. My question is, is there any major drawback to staying on 6.0 so i can JB?

Not really you should be good. It's not the latest but you can jailbreak at least

Ok, when I plugged my phone into itunes, it says there is a software update available and in parentheses it says 6.1.2. Any chance that this could be right and 6.1.2 could be signed? Or is it too risky?

No. It's wrong. It would actually download 6.1.3. iTunes is doing that for some people for some reason. Stay where you are if you want to jailbreak.
