It's not your property and has probably been blacklisted. Now that it is on, they will track it and find you. Best to just turn it into the phone company.
MyLocation App update for 5.1.1 - 6.1.2 from bushe! Incase you are having problems, this app is working fine. You may need an updated location.js file. If it has been updated, and still not updating go to settings/general/reset and reset all settings, this will not affect your JB!

I would see to what carrier it is locked if possible, then contact carrier n maybe give imei number..maybe they can locate owner that way..
