    If I'm not mistaken ultrasnow can unlock that baseband for you.

    For old bootrom, run redsn0w n update bb to ipad bb. Then run redsn0w again to downgrade bb to 05.13.
    If however redsn0w doesn't recognize ios 6.1 , downgrade firmware lower than 6.1 with your saved shsh blob then do the bb changes.
    I think Redsn0w 0.9.15 b3 is the latest
