To answer your question, I am guessing you have the iPad baseband installed right? To get to 4.2.1 you need to make a custom 4.2.1 with pwnage tool or snowbreeze and restore to that in itunes to get around error 1015.

i experience the same as you did..
when i get the same problem like you, what i did just try to upgrade your 3G to 4.2.1 with stock firmware. and then when you get and error 1015 close the itunes, and open Redsnow 09.14b2 and after that put your 3G to DFU mode.
on redsnow just click the jailbreak button ,install cydia, downgrade ipad baseband. and check whatever u need on redsnow jailbreak windows.
after redsnow finish jailbreaking your 3G it will be activated with 4.2.1 version and a 05.13.04 Baseband
install ultrasn0w and tadaaa... your iphone is unlocked and u can use it like a FU phone.
maybe it`ll help you.
