What happens if you do a hard reboot? (holding power and home down together till it reboots).
Really hard to determine what caused it. Let's start there.
If you have synced your device, all the pics will be in a back up.

Zowie, even if you had openSSH installed, if the phone will not boot, you can't get root access to SSH the files out. A restore will certainly fix your issue, but not any help at retrieving the pics with never had synced your phone. (Why? sorry, had to ask).
Hopefully someone will post up with a solution. Doing a simple Google search is not showing any promising results.

If you have a Mac or have access to one, there's a chance you can retrieve those photos. Sometimes you may be able to use iPhoto to import the pictures even if stuck in a boot loop (my friend did it once). But I can't guarantee that, there's just a chance.
You may try to SSH with Cyberduck. That has a Windows version if you don't have a Mac.
I have SSH'd into my device before when stuck in a boot loop but only Cyberduck would do it.

Yeah it's odd. No other program will do it, good thing I had a Mac bc at that time Cyberduck was Mac only lol.

Hi, I remember using
make_noerase_ipsw_r1.exe
When back on iOS4. This makes a custom ipsw file which you can restore from without loosing your data. You then use iTunes to make a backup and then restore as normal if needed.
I have got instructions somewhere, but if you read post #18 here, that should help

There's also trying to boot into safe mode by holding down the + volume key button when booting.
