PkgBackup is very good, it saves it all as a contact or on dropbox!

your best bet is to start from scratch. backing up cydia packages and reloading them can make your system unstable, which results in having to restore again anyway. just take the 20 minutes to redo everything

Not necessarily true, u can set iPhone up as new & use PkgBackup to restore your Cydia packages from a Dropbox backup & de-select all the preference & springboard files. Then u can choose any or all of your previous installed packages & it'll be exactly same as doing it one by one but much easier!

+1, Pkgbackup is the way to go if you are restoring to the same firmware. If you are upgrading from IOS 4 to IOS 5, I wouldn't advise using Pkgbackup as some of the cydia tweaks meant for IOS 4 is not compatible with IOS 5 yet.

Again I'll add that with PkgBackup, you don't have to restore every file, repo, tweak & others. You have complete control to de-select anything that would not be compatible, or is no longer needed. If you have only a couple tweaks, then manually is fine I'd guess but either way PkgBackup is the best choice. If you can't remember or don't know what to select & de-select from a iTunes contact backup or a fresh new iPhone setup/backup from Dropbox, then manually is best for a beginner. PkgBackup gives you choices & for someone who is not technically challenged it's the only way to go.
