Question about Restoring Based up SMS & Visual Voicemail

I have iPhone 4 on v5.0.1

Question 1: Visual Voicemail

Why doesn't visual voicemail work for me? Is visual voicemail a paid service?

I have AT&T but no data plan. I just bought an iPhone 4, and used the old's owner's SIM card to activate the phone after restoring to 5.0.1. After phone was activated I then put in my SIM card.

Is this the reason why visual voicemail doesn't work for me? Did I have to activate the phone using my SIM card to get visual voicemail to work? If i activate the phone with my SIM card, will AT&T add a data plan to my account?

Question 2: Restoring Based up SMS

1 year ago, I used to use iPhone 3g then switched to android. I have the sms.db file for the iphone 3g backed up, as well as iTunes backup file which contains my SMS from the iPhone 3g (3d0d7e5fb2ce288813306e4d4636395e047a3d28).

Is there a way to restore my old SMS without having to jailbreak my iphone?

Is there a way to conver Android SMS to iphone compatible sms.db?
