Well, there's usually about a week long window where Apple signs both FW versions in case the new version has a mega flaw. The jailbreak tool will probably be backwards compatible, IE: jailbreak 5.0 and 5.0.x as most jailbreaks have. Then, it's usually a couple of weeks before Apple patches the exploit. Then, add another week of signing before the jailbreakable OS version gets closed. My guess based on the past is about a 2-3 week window, if not more. If you miss out on that....too bad, I guess.

You CAN downgrade from IOS5 to IOS4.3.3 as I've already done it on both the iPad 1 and the iPhone 4 so whoever made up that rumor is a moron.
IOS5 is so full of bugs I'm not even going to upgrade till IOS5.01 comes out and hopefully it'll be more stable then IOS5. Oh, I'll wait for the unteather for IOS5.01 then I'll upgrade.
If you have your SHSH saved you can downgrade to whatever firmware you want as long as you have that SHSH saved.
As I have all my iPads 3.2.2, 4.* saved I can downgrade to whatever firmware I choose. The iPhone 4 I only have 4.3.3 so thats all I can downgrade to. They cant stop you downgrading. As long as you can get in DFU mode you can downgrade.
And another rumor to shut up is the brick. you can NOT brick an iPhone. If you can get in DFU mode its not a brick. I've been upgrading, downgrading and repairing iPhones since the iPhone 1 came out and I've yet to see an actual brick. I did get close once but that phone is working perfectly now.
So YES you CAN downgrade from IOS5 and NO you CANT brick an iPhone
