first one is, when i am connected to my VPN, it times out when i lock the phone? is there any way to disable this?

next one is when i add my printer over wifi to TruPrint CUPS Print Server, it keeps disappearing almost when i disconnect from wifi and reconnect, printers gone?

It's normal for WiFi to turn off in sleep mode. This will disconnect your VPN. Not sure, but I think I saw a Cydia tweak to keep WiFi on even in sleep mode.

I've noticed it also depends upon a/c power. If plugged in, an active WiFi connection will continue in sleep mode.

From your post, I couldn't tell how you used VPN and assumed WiFi from your 2nd problem. Better check, but I believe 3G also turns off at sleep to conserve battery. It's also possible the carrier is tearing down long-term connections. My carrier (T-Mobile USA) does not support extended connection times.
