There is no 4.1.3. If you want to go to the latest firmware and keep the ability to unlock then you need to use pwnage tool or snowbreeze to make a custom 4.3.3 firmware and restore to that.
Actually I meant updating my 3GS 3.1.3 to 4.3.3. So do I first use snowbridge to create a custom 4.3.3 firmware then what do I use to activate, jailbreak and unlock the phone? thanks.
Snowbreeze is what you use. It will make a pre-jailbroken custom firmware that you can restore to in itunes. You can also choose to activate that custom firmware when making it. To unlock you would install ultrasnow from cydia after.
Ok I made a custom 4.3.3 firmware with snowbridge. Before restoration, my bb was 5.12.01. After restore with custom firmware, it's 5.16.02. Was this supposed to happen? Second it isn't jailbroken but it is unlocked. Very strange. I would like to jailbreak it. Do I use redsnow with the custom firmware or with stock firmware? What's the best way to jailbreak it in my case? Thanks.

After using my supposed "custom 4.3.3 firmware from snowbreeze" and restored it thru itunes, right after the successfuly restore, the phone detected my out of country sim card (non ATT sim card) right away. So it was unlocked automatically. But the phone isn't jailbroken meaning there is no cydia. Very strange.
Yes I'm able to make calls, send text, etc. but it doesn't have cydia which means it's not jailbroken. It's very strange case. In summary, my phone is updated to 4.3.3 firmware, bb 5.16.02, activated, unlocked but unjailbroken which is what I want as well.
I suppose if i want to jailbroken I would have to use a stock 4.3.3? not sure... what do u suggest?

You dont need to restore to 4.3.3, you are already on it so you can skip that step.
Download redsnow and download a copy of a regular 4.3.3 firmware (not custom)
Run redsnow (if you are on windows vista/7 then you need to run redsnow in windows xp sp2 compatibility mode. To do that right click on redsnow and select troubleshoot compatibility).
Point redsnow to the regular 4.3.3 firmware.
Only choose to install cydia, nothing else
Follow instructions for entering DFU.
