The most complicated iPhone situation ever..
4.0.2 Baseband.
iPhone 3GS running 4.3.2
made ipsw via Pwnage Tool
Phone succesfully restored to custom ipsw via iTunes but goes into pwned state.
Black screen. DOES not turn on at all....
I have encountered the following errors: 1600, and 1601
I have tried FixRecovery, iReb, Tinyumbrella in vain.
I have tried using different cables. I have modified the hosts file. I have unchecked the tinyumbrella "set hosts on cydia"
AND MY PHONE IS STILL UNBOOTABLE!
please help!

Try removing the battery, leave it out for 3 to 5 mins and put it back.

Yeah or let the battery completely drain out, it may take weeks
. See some YouTube on how to do it.
Reason is I want you to reset the NAND by taking away all power to the logic board .

I heard someone did this and it did not work for them. What would I have to do if it doesn't work for me?

There you go, I wish Apple makes it easier for us to remove the battery. They know if we mess around the iphone and remove battery , we can fix our problem easier and faster but they don't want to let us do it the easy way.
