Uh, color me confused: what on earth is "Cyder 2?" Do you mean Cydia?
--If you mean Cydia, it's fairly straightforward: your phone needs an internet connection over EDGE, 3G, or Wi-Fi, then just search for what package(s) you want to install (e.g., SBSettings), then just touch the package you want in the search, then "Install" in the top-right corner. It'll ask you to confirm the installation; do so, and you're off.

Ah. I learned something today.

Apparently it's PC-side only, probably using AFC as the communication protocol... huh. The description pages I've seen imply that "afc2add" isn't needed, but you may want to install it.
Since I know next-to-nothing about this program, I'm afraid I won't be much help here... Sorry.
