I have iPhone 3gs with ISO 4.2.1 with base band 6.15 jailbreak and untethered. can i upgrade my iPhone 3gs to ISO 4.3.1. and what is new features in ISO 4.3.1.

You can upgrade via custom firmware (sn0wbreeze or PwnageTool) to 4.3.1. A normal firmware restore or upgrade will NOT WORK. Upgrading or restoring your firmware to 4.3.1 will delete all your phone's data.

I would not advise upgrading to 4.3.x on the 3GS, as 4.3.1 doesn't really add any new features to the 3GS (aside from Home Sharing, which is essentially a glorified AirPlay).

You get Personal Hotspot feature from 4.2.1 to 4.3.1 or 4.3.2. It means you can turn your iphone into a wifi hotspot.
