Default Dowgrade firmware & baseband on iPhone4

My friend had a Telus cell with firmware 4.1 and baseband 1.59.00. I unlocked and jailbroke it for him (used ultrasn0w for the unlock) so he could use it on the Rogers network. He updated the firmware, I'm guessing to 4.3.1 the other day and the baseband so he lost the unlock. If his SHSH blob was saved, is it possible to downgrade the firmware or more importantly the baseband so the iPhone is unlocked again?
