Will restore bring my 3GS gps function back?
Having upgraded to an iPhone 4, I thought I would try selling my 3GS. Since it was locked to a network I had a guy jailbreak and unlock the phone. It now appears I've lost gps functionality. iOS 4.1 and baseband 6.15. Yes, that conflict. Would doing a restore bring back the gps? And I'm trying to figure out which is worth more, an unlocked phone without gps or a locked phone with gps. Thanks for any help.

No, a restore wont bring your gps back as you cannot change that baseband.

Aside from that... I'd like to tell you I admire that you're concerned about your potential buyer. Most people just sell and say it is unlocked but neglect to tell noobies that the gps is broken.
The GPS as of right now can't be fixed as you now know, but it isn't a big deal to some people. People who need GPS would stay away of course. I would imagine an unlocked phone is worth more than a locked with a functional gps assuming you're comparing the same device. Just because so many people i have sold iPhones to are always asking if they can use another carrier on it. Of course the value of your phone can't compare to an unlocked and functional gps phone, it would still be of value considering the rest of the phone works.
A 3GS in my local area goes about $230-$375 depending on the GB. 8GB or 16GB in the $230-$280 range. If you drop the value by $20 you could still have over $200. Even drop it by $30. If $200 is good for you.
Just my opinion though. Some people really don't care about the GPS so long as it is unlocked. It could also differ in the area I suppose.

I'll agree w/ I.Annie
I just can't imagine not having GPS on my phone since I use the Maps so much. A potential buyer prolly wouldn't even think about that and just want the unlock.

Does the GPS always go with the iPad bb? Because I'm pretty sure mine works perfectly fine on 6.15.00.

The best way to test this is to confirm if a true gps app with preloaded maps work, such as Navigon or TomTom

Yeppers. Though I've had three clients who've had their GPS remain intact on 06.15 (2 3GS one 3G) and none who've lost it, so it must be something unusual...
--Also worth noting the Dev Team is turning their attention towards (among many other tasks) making a tool to allow 06.15.00 baseband downgrades, thereby alleviating the GPS problem and still allowing for an unlock.
Much progress has been made along this front, but nothing public (or fully working) has been released yet. Hang in there (and everyone: don't pester anyone asking "when will it be ready?" Don't call us, we'll call you).
