How do i jailbreak an iphone 4 With parental controls Blocking DOWNLOADS?

I cant download anything from my computer BUT i have to jailbreak .. I was wondering if their is any possible way that i can do something or bypass something in order to download .. I have a Iphone 4 running on 4.2.1 & My PC is a windows 7 running a PARENTAL CONTROL device.

Assuming you have full download and program execution privileges on your computer, hit http://cache.greenpois0n.com/dl/gp_win_rc6_1.zip for the greenpois0n program. Follow its instructions to enter DFU mode, it'll do its thing, you'll be jailbroken.

If you can't download it, you're not going anywhere. Perhaps you can compile the source code to greenpois0n? Not sure how well it'll build on a Windows computer though.
