At the emergency call screen activate the phone in iTunes with official sim card. If you don't have one, run redsn0w on it.

yup and i install cydia already... it run with 4.2.1 do i need to do something else?

No you shouldn't need to do anything else, unless you have a question about anything else in particular?

similar issue
I have a similar issue, and was hoping someone could help me out.
I have an iPhone 4, 4.3.1, baseband 04.10.01
The phone is from switzerland running on the Sunrise network there (and is locked to that network), but I would like to get it to work on ATT in the US. I recently moved back here and am on a plan with an iphone 3Gs.
I know you can't unlock or downgrade this baseband. But..
-Can you "upgrade" to another baseband that will allow unlocking?
-If I wait a few months, is it likely that someone will come up with a way to unlock this baseband?
-Are there any other options for someone in my position?
I don't have any SHSH files from this phone previously (not really sure what these are, but it sounds like if you save them from you phone, it will allow you to downgrade to a previous iOS version)
Any help would be greatly appreciated.

You can't upgrade the baseband on the iPhone 4.
You can purchase a gevey SIM though as a temporary unlock solution until a software unlock is available. It isn't clear when that will happen.

help i got a problem again here... my iiphone 4 is stuck, i can upgrade i ccan`t jailbreak, i can`t downgrade.,..it say error 3194
