Is there a jailbreak for iOS 4.3? Windows?

no, there isn't, and won't be until 4.3 is actually released to the public.

Yes. There is a unofficial pwnage tool bundle to tether jailbreak the betas. Nothing official or untethered will be out until after 4.3 is released though.

4.3 is not even released to the public yet, you are one of the brave one to test it on beta version. You must have some knowledge of idevice JB to play with Beta version fw.

there is an unofficial jb method using pwnagetool, but you have to make your own ramdisk
