    Define "make."

    Several pieces are necessary.

A jailbreak is technically patching the UNIX file /etc/fstab to allow full -rwx access to the System partition and thereby allow editing of system files. All recent jailbreaks also patch out the kernel's code signing requirement.

To get these patches to be run, an exploit or three is needed. This is where limera1n, 24kpwn, steaks4uce, Pwnage2, etc. come in handy.

A good place to read up on stuffs is at Main Page - The iPhone Wiki.

I know of three very technical development-oriented books, but that's about it.

Beginning iPhone Development: Exploring the iPhone SDK by Dave Mark and Jeff LaMarche, The iPhone Developer's Cookbook by Erica Sadun, and iPhone Open Application Development by Johnathan Zdziarski.

These books aren't exactly inexpensive either, be forewarned.

I would say a combination of Jam, Peanut Butter and Margarine Orb is pretty good at explaining things
