Why don't you put the deb file in : root/media/cydia/autoinstall folder and reboot your iphone.

You must be at 4.2.1, by the way, 03.10.01 is the baseband for iphone 4.
Try running redsn0w and install Cydia again or you might have to restore and jailbreak again.
Is your cydia still working ?

So you were once restored to 4.2.1 , then downgrade to 4.1 again, that is why your bb is 03.10.01, but this doesn't really matter.
If this doesn't help, then restore to stock 4.1 again and jailbreak with Limera1n one more time.
I did get my new cydia version by just putting it into cydia/autoinstall folder and it works

This is the old one. Reboot your iphone , ssh into your iphone and put the deb file again in autoinstall and reboot. Check again.
If it doesn't work, you can either restore , jailbreak again and do the above.
The only diff is faster caching of apps. The menu is all the same.
