iphone 4 OTB Jan '11 - what's the baseband? can JB? UL?
After my 3gs was stolen... I (just) bought a nexus S --- found out the hard way that it doesn't work with t-zones anymore unless I (illegally) (find a way to) change the IMEI... so I'm going to return it. (btw - google's OS is superior to apple's, just the hacking scene isn't as strong for low level hackers who follow directions - like me)
So I'm debating walking in to an apple store and seeing if I can purchase retail price Iphone 4 without contract.
The questions are.
1) can I jailbreak it?
2) can I unlock it?
I was going to wait for the iphone 5 in june but I'm sick of waiting.
the only other problem will be that I have to cut my sim card down.
That and will T-mobile start blocking the t-zones on the iphone 4 too?

The present OS for iphone is 4.2.1 and you will not have the required shsh blob to get untethered jailbreak. The bb cannot be unlocked. So you will have to wait for a new unlock.
If you are paying the full price, you must as well get a factory unlock.

I wish you the best of luck on getting T-Zones on any new lines (or even if you're a long-time TMo customer).
Officially, T-Zones just flat-out isn't offered anymore, period. If you already have it on your account however, it should work on the iPhone 4 if you edit your APNs accordingly.
Getting the $10/month data plan is still possible, but to add it on a new account you'll actually need a "dumb" phone which legitimately uses that service (to activate the cheap service). Again, once done, swap SIMs and go (after necessary APN changes).
More towards your question, any iPhone purchased tomorrow will be on iOS 4.2.1 (tethered jailbreak) and BB 03.10.01 (not unlockable). To get an iPhone on T-Mobile USA, you'll have to get a factory-unlocked model from Canada, the UK, Hong Kong, etc.

I've had T-Zones since 2006. The issue with T-zones is that Tmobile has started to block certain IMEI numbers (ex Nexus S) so that t-zones will not work for them... I fear they will do it for the Iphone too once t-mobile gets the iphone.
So can I walk in to an apple store in canada and buy an Iphone unlocked?
Is it more expensive than the iphones in USA full price?

Yes, for a 32gig iphone 4 , factory unlock, the price is $888.00 HST is already included, not sure how much US is selling.

In the US, a 32 GB iPhone sells for $700 USD off-contract, but that phone is still SIM-locked to AT&T. There is NO way AT&T will ever SIM-unlock the phone (short of a massive change-of-heart).
A Canadian phone is the way to go if your heart is set on T-Mobile. Though I haven't heard T-Mobile is blocking based on IMEI, it makes sense, and you could be shafted either way. They were very brutish about keeping my cheap data plan when I last went in to add a line... YMMV.

I agree with this statement. AT&T will never unlock any iphones here in the US for the simple fact that its revenue loss to the company if they ever did that. The thing with AT&T and T-Mobile is that they think you have a dumb phone to begin with on your current(cheap)plan. I haven't heard anything about either carrier scouting IMEI numbers but it would make sense seeing how if you ever have to go into their stores for anything, it gives them a reason to look up your account anyways and then they get kinda mad because you are cheating them out money for not having the required plans which are more expensive then the cheap ones.
