I have a question and thanks in advance for your help

I have 3gs IOS version 3.1.2 Baseband 5.11.X Old bootrom

My question is when I plug the iphone in my computer the itunes show my iphone ie Bill’s-iphone now if I right click on the Bill’s-iphone icon in itunes I got multiple option sync, backup etc…. HOWEVER there is an option “Restore from backup “ I would like to know what this option will do? will that restore the IOS to the same verion already on the iphone? or only restore the data picture music etc..

Ok the reason I need to know that is because my 3gs IOS version is 3.1.2 I just need to fresh restore IOS ver 3.1.2 or 3.1.3 NO DOWNGRADE here or upgrading just restore to the same IOS version (note dont have 3.1.2 shsh save)

That will just restore settings, photos etc from the backup that you choose. It does not restore the firmware.
