Why can't 5.14.02 Baseband be unlocked?

I have read you must use Ipad baseband but that also can screw up your phone, why can't we unlock 5.14.02?

because no one has found an exploit to work with that baseband yet

if its legal to have cydia apps on Iphone then is it not illegal for apple to make it impossible to jailbreak?

Why would that be illegal? It is their software, they have the right to plug up the holes in it if they want to.

Probably not, the Dev team is now working on the unlock for iphone 4 baseband.
