Facetime problem....

ok so i have an iphone 4 on 4.1 unlocked and jailbroken

now im having this annoying problem when i go to turn on facetime

settings>phone there is no facetime button now why is that

im located in the US phone is from the US

I prefer not restoring my phone because its to much work i have way to much
