Will restoring ipod keep firmware?
My little cousin cydia will not open and she do not have ifile on there. And the only way to fix it is to restore it. If i restore it will it upgrade to 4.2 or will the iPod still have the 4.0 firmware? If it updates is there a way i can get one of the old firmware back so i can rejailbreak it?

If you hit restore in itunes, it will get you to the latest firmware, if you want back the same firmware, you will need shsh blogs and you do a shift + restore to your desired firmware.

You can use tiny Umbrella to download all available shsh blogs.
When you run TU, highlight your device name and click save shsh.

Right now, there is only one jailbreak tool available which is Redsn0w 0.9.6b4 and it will be a tethered jailbreak for most new devices. I would certainly stay at 4.1 for now.
It is not complicated to use tiny umbrella, just run it and click save shsh.
