4.2b3 shsh saved and im not a dev

ok so i know that the 4.2b3 is being saved because it's gonna be helpful to the untethered 4.2 jb but im wondering since its saved on my cydia and im not a dev does that mean if i restore to that firmware im able to actually be on 4.2b3 and get the new sms tones?? any help is glady appreciated

@yeow i have at&t so unlock isnt neccesary for me and @ poseidon gm i would have to be a dev and im not one....i highly doubt that theres a dl link floating out there...
