Re-jailbreaking my device

Hi there, I have two questions please.

Q1- Is SB Settings part of the basic Cydia package or do you have to install certain Repo's. The reason I ask is that I have recently unlocked and jailbroke my sons (My old) 2g iPhone after upgrading to 3.1.2, now after the unlock and jailbreak process was completed, I went ahead and tried to install SB Settings but cannot find it in Cydia. The are plenty of SB toggles but not SB Settings. So I just want to clarify if SB Settings is part of the package or you have to download a certain repo or something ?

Q2- If the answer to Q1- is, 'yes it is part of Cydia' then I think rejailbreaking it would be my next step. Can anyone recommend the best alternative for that.

It's part of cydia already (no need for extra sources).

Your problem is when you search make it all one word I.e.

Sbsettings

[iYeow]

sbsettings is in the featured column on the front page of Cydia.
