Point your hosts file towards Cydia :
Run Notepad as Admin , open up hosts file and add this line :
C
windows\system32\drivers\etc\hosts
74.208.10.249 gs.apple.com
save it and reboots your pc
Now do the Shift + Restore

Click Start > type notepad > highlight the notepad > right click > run as admin if your are not using windows XP. Then from the notepad box , open up to the hosts file > you may want to click *.* to see the hosts file.
Add the ip address at the bottom and mark the rest infront with # to temporary ignore.

Oh! if your iphone is in recovery, like mattvu said, use kick out of recovery , your iphone has to be bootable in order for tiny umbrella to recognize.
The hosts file is here : C
windows\systems32\drivers\etc\hosts.
If you still cannot find your hosts file, maybe you have to go for a basic computer lesson first

This is what I did when mine was stuck in recovery mode. I closed Tiny Umblrella and ITUNE. and I started Itune. It says iphone 4 in recovery mode. Then I opened tiny umbrella and kicked it off recovery mode. This did it for me. I hope I am not off topic. If I am my apology.
