iPhone3G: No Passcode Screen--Only Emergency Call and "Connect to iTunes"

I have an iPhone3G that does not give me the option to enter a passcode. The screen shows "slide for emergency" and a connect to iTunes picture only. When I connect to iTunes it says it's locked so I can't get in. I'm not sure the iOS version it has.

Any ideas?

How did you restore, if you hit restore and now you are in Emergency Screen, you are at IOS 4.1
You can jailbreak with Redsn0w 0.9.6b1 for windows.

What do you not understand ?

If you are sitting at Emergency Screen, this is normal, put your official sim card in to activate. You will know what firmware you are on.
