You either do one or the other, use tss server or point your hosts file towards cydia.
If you are using tss server, you have to have the 4.0 shsh blogs stored inside tiny umbrellla (TU)
In TU, Click adv tab
Device /Version : Select 2g ipod 4.0 shsh blogs
Request : Cydia
Click Save shsh
Wait for answer : If Yes
click display shsh to make sure it is there
Now Start Tss Server
DFU mode your ipod
Do the Shift + Restonre
Your host file should have only 127.0.0.1 gs.apple.com
and the rest mark it with # infront to temporary to ignore.

Any particular reason why you want to downgrade? You can jailbreak your device on 4.1 with redsn0w: redsn0w 0.9.6 BETA [iPhone Dev Team]
