Default Access root when not jailbroken

I have an AT&T iPhone 4 and bought a unlocking SIM card but it did not work. Asked why and was told to edit something in the root directory. However how do I access root directory on a non jailbroken phone??? Cannot jailbreak when it is not activated!

An unlocking sim for a iPhone 4...sounds like you got scammed.

It'd have to be a universal activation SIM to access the springboard. But an "unlocking SIM", ditto with x98car. Doesn't sound right.

    Edit: or use AT&T SIM
