Wanna downgrade, but I wanna make sure...

I am 4.0.1 and I have SHSH saved on Cydia for 3.1.3, 4.0, 4.0.1 I want to downgrade to 3.1.3, CAN I?! I don't want my iPhone to be stuck at connect to itunes logo cause I don't have an Apple store here where I live. I have iTunes 9.2.1.

I don't need iTunes 10 to downgrade or upgrade right? Because my Ipod touch once got stuck cause I had 8 and I needed itunes 9, so here do I need itunes 10 and i have 9

Which phone do you have? 3G or 3GS?

I'm assuming it's a 3GS if you have 3.1.3 SHSHs. You should be able to downgrade fine with the current iTunes you have now. Double check your SHSHs with TinyUmbrella to make sure you have them. Do so by selecting "advanced options" and choosing from the drop down list "iPhone 3GS 3.1.3" and click "save SHSH". if they pull from your phone to TU successfully, you have your SHSHs and can continue to run the TSS server before opening iTunes to shift+restore.
