A bunch more info would have helped. Mac/PC, what firmware is it on?
Look here for guides for jailbreaking/unlocking.

Ok, so download 3.1.3 from iPod, iPhone and iPad Firmware Download, shift restore to that firmware. Then use redsn0w 0.9.4 to jailbreak, hacktivate, then use Cydia to install ultrasn0w. You will need to add the repo repo666.ultrasn0w.com Here is a tutorial for redsn0w.

Just a couple of adjustments. Just hit upgrade in iTunes to get to 3.1.3. Then in Redsn0w 0.9.4 select Cydia and Unlock to jb and unlock the phone. Be sure to use the 3.1.2 ipsw for Redsn0w.

That makes sense. But the time it takes to download then just upgrade to 3.1.2 seeing as had Redsn0w requires it anyway. Saves the trouble of downloading both 3.1.3 and 3.1.2. That stuff takes a long @ss time to download especially two at a time :P maybe it's just my cheap @ss not getting a faster bundle from Time Warner haha.
