it has to be one of the apps that was recently updated as it wasn't taking minutes to reboot and getting the wheel. I can confirm it's not mywi, iblacklist, and sbssettings as the reboot takes the time it did directly after the jailbreak. Going with 4.0 this time to see if it makes a difference.
Found it!! It was an app like I suspected!! Auto silent was the culprit
