Normally I wouldn't ask for a tailor made response to these sorts of things, but there is a lot of information floating around and lots of it seems to contradict other statements, so I'm stuck taking this approach.
I got my iphone 3g in October 2008. It's currently running 3.1.2 (7D11) and the modem firmware is 5.11.07. I also have an old junker of a computer running Windows XP on which I'd have to do any jailbreaking.
First off, a simple question. If I jailbreak my phone, will it delete the applications (and associated data) that I've already bought from the app store?
The other question is a bit more complicated. I'm looking to jailbreak the phone but not to unlock it. I'm also wanting to install Cydia on it. Where would I go to get started on that whole process?

No, if you jailbreak your phone you can still sync with iTunes and maintain all apps, data and music etc. You will not lose anything.
