Skype and Fring available in the AppStore or Siphon in Cydia.

Skype free from app store then get 3G Unrestrictor from cydia works well over 3g then and wifi..

if u use sip provider, I recommend siphon in Cydia.

Also, Localphone (via AppStore) is an 'all-in-one' app & VoIP service provider.
