What did I do wrong? (App Drag Question?)

I've got the iphone 3gs. Im wondering why I cant move my apps when in wiggle mode. And also when im in wiggle I cant even slide to another page. I only have Cydia installed no Icy. And all i really have for cydia apps are SBsettings and bossprefs. Could it be winterboard? I have been messing around with that but only for themes and stuff>>?? any ideas will help thanks so much>

have you installed super preferences/settings?

because there's a setting in there that stops you from deleting and moving your icons.
or lockdown?

because that does the same

no I haven't installed super pref. but im going to try, what do i search for in cydia to find super pref settings?? Thanks again
