If iTunes 8.2 checks to make sure you are a Dev then what happens to everyone that was just added to a Devs. account? While installing 8.2 there was an awful lot of Validating going on. Will iTunes 8.2 install ok for everyone else?

It couldn't validate that the SDK is installed because they made Windows versions of 8.2 available and the SDK is not available for Windows.
Basically, all it's checking is whether or not your UDID is registered on a developer account. You do not have to be the actual dev who created the account in order to update to Beta 4.

Everything installed just fine for me. Installed (actually upgraded) iTunes first to 8.2. Once that was done, opened up iTunes so it could upgrade my library. After that was done I plugged up my iPhone and started the upgrade. Once it completed it said it was activiated. Simple and painless.
FYI - Can't recall who I contacted to add me to their dev account however they gave me a logon and I was able to logon and download everything myself.
One more thing.. I am running Windows 7 RC 64 bit and do not have the SDK installed. Installed the 64 bit version of iTunes 8.2 as well.

IDK, just seemed like everytime I looked at the screen during the install it was Validating something. And then when I update my phone there was a couple of times that I seen it was doing some validations with Apple. I should have took some screen shots.

3.0 Beta 4
I have things to say I always:
1. SleathBravo is the man. (No I am not talking about Superman. "Talking about or Hero and the Best Iphone Dev on the Web")
2. Well SealthBravo is going to have a lot of work. But we know him it will have it done!
3. If you guys havent seen the New Store in Settings is now working. You can view your itunes account and see what you have purchased and all that good stuff. This also works for great people that have bought program and you are sharing with a friend. You could not log out and check for updates. or your main account was logged in. Now the Store in Settings you can log out and log into another account and so on.
4. Bandbase is now 04.26.04
5. No more MMS setting in Messages tab in Settings also!
Besides that nothing new. Now they are taking out stuff! That sucks.

Beta 4 Store tab in Settings
The Store tab in the Beta 4 now has links to view your account. Once opened it will allow you modify you apple account information and also make changes/update credit information.

So it appears as if we can upgrade rather than having to restore to beta 4? Am I correct? I am on beta 3.
