Hmm well you put me on the right track, that file helped point me in the right direction and I found a file with all my old app settings in it. The file was in:
/root/private/var/mobile/Library/Preferences The file in there is:
aptbackup_dpkg-packages.txt right where aptbackup is looking for it, BUT... iT still don't work, I guess you can say it half-***** worked. It did "save" the app list and put it back onto the phone, for whatever crazy reason the app is not finding it. And I'm still getting a "you must restore" For what ever reason the app doesn't recognize that the phone has already been restored

maybe I should restore 5 or 6 times till it figures it out LOL! But either way running the restore command thru the SSH termanial did work, so I guess the app has a bug in it *shrugs*

This was MY fix that does NOT mean it will work for you and of corse running commands (any commands for that matter) thru a SSH terminal on you phone can be DANGEROUS!!!
The how to:
I did this in WinSCP.
Before you do the below info:
Check and make sure that these files:
aptbackup_dpkg-packages.txt
aptbackup_openssh.tgz
aptbackup_cydiasources.tgz
Are in: /root/private/var/mobile/Library/Preferences
I suggest to copy: aptbackup_dpkg-packages.txt to your computer and open it (note pad or any text program will open it) once open make sure that those are the apps you want to reinstall.
IF NONE OF THE ABOVE FILES ARE THERE THIS WILL NOT HELP YOU!
..
Now:
Go to: root / applications (the whole address is: root /private/var/stash/Applications.)
Open: AptBackup.app
Select: Restore
RIGHT click on: Restore
Scroll down to: Custom Commands then over to Execute
Click: Execute
You most likely will get a warning screen: “
this current session does not support bla,bla,bla do you wish to open a separate session."
Click: Yes
WAIT!!!! (it will seem like nothing is happening)
After 4 min. at most (mine took about 1.5 min) your phone should reboot with all the old Cydia apps on it..
