Caller id problems after 2.2 upgrade ?????

I restored jailbroken 3 times I have a problem with the callerid

Can someone try this on a not jailbroken phone? just dial the (number for international calls) (country number) (phone number)
in most of the countries this is
00 (country code) (phone number)
in the states is
011 (country code) (phone number)
if the number is stored in the address book as +(country code) (phone number) does the number gets recognized by caller id?
