I was told that Cydia and all the tweaks is on there. Not sure if it's true or not.

Apparently it's been a problem with iPhones For years! I've googled it and done some of the ideas but apart from restoring my phone I'm not sure what else to do?

If you don't have lots of e-mail attachments, music on iCloud you've listened to but not saved, or Cydia themes, your best bet to clear that data would by a DFU restore and setting up the new installation as a new iPhone/iPod.
