iPhone Won't Restore - No Jailbreak. Just Normal Restore

Hey guys,

I tried restoring an iPhone I bought on eBay recently but I can't restore it. It gives me an error. I believe its a 1604 error. I had problems with another iPhone that had the same error and managed to fix it but that doesn't work on this one.

Any ideas? I just want to restore it. Not even jailbreak it.
