Help! Smoothboard won't go away

I installed smoothboard via cydia, and then decided to uninstall it. after uninstalling it, i went back to my home screen and the smoothboard effect was still there. i tried respringing and rebooting but every time, the effect doesnt go away. i even tried to reinstall it and uninstall it again. any help guys? thanks in advance!

okay i found out how it got messed up. i uninstalled it while the smoothboard mobilesubstrate addon was disabled in sbsettings. is there any way to fix this without a full restore?
