Registering your UDID with a dev will allow you to install beta firmwares on your device.

But, don't you still need a Developer account to download the actual beta firmware?

Well, that is one way. Another way is something that cannot be discussed about here.

I see. Thank though.
What does this UDID registering do? How does someone get a lot of Dev Spots? Does it come with the account?

You have to pay $99 a year to apple to have a dev account. You get 100 slots to fill with that for devices that are supposed to be used for testers of apps you develop.

When you sign up and pay for a dev account they give you 100 slots. It costs $99 for the paid account but selling off the slots adds up so you make a lil extra money pending how much you charge. I have seen them from $4-$10 per slot.
Edit: Beaten again

Oh cool, so when people take those slots and sell for $4 each, they get $400. Good money honey.

No, I would rather have the Dev account..
Also what happens when you run out of dev slots?

You can't sell anymore and of they get taken up quickly (UDID spots) your Dev account can be suspended

When selling slots you run the risk of getting your dev account revoked. Not 100% sure of other actions that Apple may take against you either. They also added a special NDA into the setup screen of the newest beta of 5.0. (Or are we not allowed to mention the new NDA screen because it would violate the NDA?!)
