Quick Question about iPhone 3G Screen

Got this iPhone 3G from a friend.. Wondering what is the issue and what is required to fix the screen?

Touchscreen works perfectly fine, even at the top where the mark is.. All buttons work and it can be swyped. However, as you can see, the screen has some discoloration or something.. Only towards the top

Is this a LCD problem or digitizer, or both?

So I don't have to replace the digitizer, correct?

Doesnt look like it. New LCD should fix that issue.
