3GS Model MC139DN/B T-Mo Germany

I've acquired a broken iPhone 3GS model MC139DN/B. This is a T-Mobile Germany iPhone apparently. It wouldn't turn on so I sent it to Apple and they emailed me that they couldn't fix it so they replaced it under warranty. I'll likely receive it tomorrow but my question is whether or not this a factory unlocked phone. I'm guessing no but I know the unlocking process is much simpler for european carriers than it is here dealing with AT&T.

So if this isn't factory unlocked, how could I go about getting it factory unlocked? I read recently with the whole "factory unlocking" available here in the US thru CutMySim and the like that it was much cheaper for european phones to get the factory unlock thru the carrier. I saw several people calling up O2 or T-Mo and getting them unlocked for $40-$75 but of course I can't find those posts now

Any help would be appreciated.

Edit: I actually think it may be from The Netherlands
