i've an iphone 3GS on 4.3.1.

i'm trying to change the system strings via SSH, but on notepad and wordpad i get the following gibberish:

To answer your question: No, plistdeit pro specifically is not available for windows.
However, Plist Editor is. (Link) it is free as well, and the basic implementation is as follows:
using cyberduck, hash into your system via shsh SFTP protocol, and go to system/library/coreservices/springboard.app/English.lproj
Once your there, grab the springboard.strings file and copy to desktop.
Then open the file with Plist editor, and then it will show you the file in an organized manner
that will allow you to make all the changes you'd like. Once you've made yur changes and saved
the file, drag it back to system/library/coreservices/springboard.app/English.lproj
and drop it in. Agree to overwrite.
Last step: Respring your device.

And there you have it.
