Need help with visual voice mail

Hey everyone I'm at a loss here. I've been trying to get visual voicemail to work on my iPhone 4 for a couple weeks now. I've been on the phone with AT&T multiple times (tier 2) and have do network resets all settings resets everything! I still can't get it to work. When I change my VVM password and try to save it I get a "Voicemail unavailable. Unable to connect. Try again later." After a ton of research I'm starting to wonder, back with my 3GS I did that custom tethering carrier profile and I've read that cause issues with VVM and I've been using the same backup on all my phones since my first iPhone. Plugged my sim card into a 3G and VVM worked perfectly. How can I reset this and still have the backup of my data restorable? Thanks for any help you can give.

There are several backup apps but I think they are not updated to 4.3.2 yet.

Only thing you will lose are the app settings/saves and such. Contacts and other items can be synced again.
