I'm having the same issue today. I took some vids of my baby today that worked fine. Even uploaded them to FB using the app on the phone and they worked fine. Now I try to play them and it only shows the first frame video wise. Audio plays all the way through. iPhone 4 on 4.1 limerain'd. Device has run super smooth until now. Only thing I did lately was update bitesms and purchased a couple Initsua themes from cydia. I may have turned summerboard mode off in winterboard and also hit the optimize themes button last night. Never did that before. My phone got jinky after that. Several sb crashes and now this. Seemed to crash due to quick reply with bite. Just trying to give accurate state of my device. I feel like I touched those toggles like an idiot and am about to suffer. I knew better. Did the "optimize themes" screw me over. It didn't seem to finish doing what it was doing.

Try hard resetting your device. Hold home and power button until screen shuts off. Release, wait a couple seconds, power on as normal.
If the problem persists, you might consider going through Cydia and removing anything you have installed for now to see if the problem persists. Take new videos to test afterwards as well.
If the above does not work, you might need a restore.
And if a restore doesn't work, you might need a new phone.
Maybe somebody else will have more enlightening advice, however this is what I've concluded with some research on the topic. Good luck to the both of you.
I fixed mine. Reboot wouldn't work. I wouldn't post without trying several things. I ran the "optimize themes" option in winterboard which took forever cause I have a ton of stuff. Fixed my problem. No my phone loads pages and apps instantly. I love it. Only thing I'm experiencing which I have been for awhile is a home button issue. Sometimes it doesn't register when I press it. Not sure if it's lagging software issue or hardware.
It's hard to tell if the home button issue is due to lag or hardware failure. The only real way to tell is to restore to stock fw and test it. If it isn't too bothersome then try, if it is a hassle well is there a way to "unoptimize" it for now to see? I haven't used or seen that option before myself so I don't really know.
I've had the home button issue for awhile now so I know it's not that. I may just replace the button and cable to find out. I've had this thing apart once already replacing my display after breaking it. My gut says it's software related though. So annoying. I don't want to redo my whole setup jailbreak wise. I have it pretty tweaked out. Takes some serious time. And pkgbackup isn't working.
Phone just did the same thing to me now. Vids are broke. I haven't messed with anything other than updating bitesms. Ugh. I HATE when my phone isn't operating smoothly. Why isn't there a smooth way to restore all the hard work you do after jailbreaking. Really is cumbersome to redo everything. How about a jailbreak tool that saves everything before updating and jailbreaking, then like after it's jailbroke again, when you open cydia, it says, previously your device had these packages installed. Would you like to reinstall them. I'd click yes. And I'd pay for that button.
