Using Bump as recommendation tool

I read today about how you can use the iPhone app ‘Bump’ as a sharing/recommendation tool as in where to go & to eat. Has anyone tried this and how does it work?

I've been reading about it and i'm still puzzled as in how it exactly works..

I thought it worked on bluetooth witch would puzzle me as to why someone would want to recommend a restaurant over the phone with someone standing right next to them.
